The condition set by the Ministry of Education and Vocational Training that enrolment in primary education should be for those who would have graduated from pre-primary education has influenced the expansion of nursery schools in all the districts of Arusha region (Table 1). In 2004 Arusha region had only 367 pre-primary schools, of which 249 were publicly owned. The number increased significantly to 485, equivalent to 32.2 percent in 2007.
The increase in the number of pre-primary schools has led to the increase of enrolment of pupils in the region. Table 2 shows that the enrolment increased from 15,649 in 2004 to 25,586 in 2007 which is equivalent to 63.5 percent increase. Looking at sexes, boys dominate enrolment in both years, accounted for 53.2 percent and 54.4 percent in 2004 and 2007 respectively.
